<한-폴란드, ‘포괄적 전략적 동반자’로 미래 협력의 새로운 장을 향해>

8,000km가 넘는 거리마저 무색하게 만든 깊은 우정과 탄탄한 도약의 미래를 확인했습니다. 폴란드 총리로서 27년 만의 양자 방한으로, 또 취임 후 첫 아시아 순방지로 한국을 찾아주신 투스크 총리님께 진심으로 감사드립니다.

한국과 폴란드는 1989년 수교 이래 각 분야에서 우호 협력 관계를 꾸준히 이어온 온 소중한 파트너입니다. 특히 2013년 양국 관계가 ‘전략적 동반자 관계’로 격상된 이후 양국은 정치, 경제, 인적 교류 등 다양한 분야에서 신뢰와 협력을 쌓아왔습니다.

어느덧 폴란드는 한국에 ‘EU 국가 중 5대 교역국’으로, 한국은 폴란드에 ‘비유럽 국가 중 1위 투자국’으로 자리 잡았습니다. 100억 불을 돌파한 양국 교역액과 400여 개에 달하는 우리 기업의 폴란드 진출까지, 다양한 지표들이 양국 경제협력의 중요성을 입증하고 있습니다.

무엇보다 지정학적 위기 속에서도 K2 전차, K9 자주포, 천무 등 대한민국의 기술과 자부심이 담긴 무기들이 폴란드의 안보를 든든히 뒷받침하고 있습니다. 국가의 안보를 강화하기 위해 다른 나라의 무기를 도입하는 것이야말로 굳건한 신뢰 관계의 표현이라고 생각합니다.

이런 두터운 우호 협력을 바탕으로, 오늘 저와 투스크 총리님은 양국 관계를 ‘포괄적 전략적 동반자 관계’로 격상하기로 했습니다. 오늘 채택된 양국의 공동성명에는 포괄적이고 미래지향적 분야로 협력의 지평을 넓혀가겠다는 확고하고도 분명한 의지가 담겨 있습니다.

양국의 호혜적 방산 협력은 더욱 확대될 것입니다. 무엇보다 이미 체결된 442억 불 규모의 총괄계약이 변함없이 또 조속히 이행될 수 있도록 노력하겠습니다. 또한 우리 기업의 기술 이전과 현지 생산을 통해 양국 방산 생태계가 공동 성장할 수 있도록, 함께 힘을 모으기로 했습니다.

배터리 분야의 협력도 더욱 확장하여 에너지 공급망 부문의 안정적 파트너십을 구축해 나갈 것입니다. 폴란드에 진출한 우리 배터리 기업의 애로사항 해결을 위한 협의도 이어가기로 했습니다.

양국 간 인프라 협력 역시 핵심 과제입니다. 폴란드의 인프라 사업에 우리 기업이 적극 참여할 수 있도록 총리님께 특별한 관심을 당부드렸습니다. 또한 양국 협력을 수소, 나노·소재 등 첨단 과학기술 분야까지 확대할 수 있도록 공동 연구와 인적 교류를 활성화하기로 했습니다.

폴란드와 한국은 보면 볼수록 참 닮은 점이 많습니다. 양국 모두 국토와 주권이 상실된 수난을 극복하고, 불굴의 의지로 희망의 새 역사를 써내려 왔습니다. 이런 역사적 유대감과 문화적 친근감이 있었기에, 빠른 시간 내 전략적 파트너십을 강화할 수 있었습니다.

특히 폴란드의 자유노조와 레흐 바웬사 전 대통령의 존재는 대륙을 넘어 대한민국 민주화 운동에 전해진 희망의 등불이었습니다. 굳건한 민주주의적 토대가 있기에, 앞으로도 폴란드가 흔들림 없는 성장을 이뤄나갈 것으로 믿습니다.

민주주의와 경제성장의 과업을 동시에 일궈낸 대한민국이 폴란드의 무궁한 발전을 함께 만들어 갈 중요한 동반자가 될 것입니다.

다시 한번 투스크 총리님과 폴란드 대표단의 방한에 감사드립니다. 다음에 폴란드 바르샤바에서, 총리님과 폴란드 국민께 인사드릴 기회가 있기를 소망합니다.

Despite the distance of over 8,000 kilometers between us, we have reaffirmed the depth of our friendship and our shared vision for a future of steady and robust progress. I would like to extend my sincere appreciation to Prime Minister Donald Tusk for visiting Korea—the first bilateral visit to Korea by a Polish Prime Minister in 27 years, and his first visit to Asia since taking office.

Since the establishment of diplomatic relations in 1989, the Republic of Korea and the Republic of Poland have been valued partners, steadily advancing friendly and cooperative ties across a wide range of fields. In particular, since the elevation of our relations to a “Strategic Partnership” in 2013, the two countries have continued to build trust and cooperation in areas including politics, the economy, and people-to-people exchanges.

Today, Poland has become one of Korea’s top five trading partners within the European Union, while Korea stands as Poland’s largest investor among non-European countries. With bilateral trade surpassing USD 10 billion and approximately 400 Korean companies operating in Poland, these figures clearly demonstrate the significance of our economic partnership.

Above all, amid ongoing geopolitical uncertainties, defense systems representing Korea’s advanced technology and national pride—including the K2 Black Panther, K9 Thunder, and Chunmoo—are making a meaningful contribution to strengthening Poland’s security. The decision to procure defense equipment from another country, particularly for the purpose of enhancing national security, is a clear expression of deep mutual trust.

Building on this strong foundation of friendship and cooperation, Prime Minister Tusk and I have agreed today to elevate our bilateral relations to a “Comprehensive Strategic Partnership.” The Joint Statement adopted today reflects our strong and unequivocal commitment to expanding the scope of our cooperation into comprehensive and future-oriented areas.

Our mutually beneficial defense cooperation will continue to expand. In particular, we will work to ensure the steady and timely implementation of the USD 44.2 billion framework agreement. We have also agreed to join efforts so that, through technology transfer and local production by Korean companies, our respective defense industrial ecosystems may grow together.

Cooperation in the battery sector will also be further strengthened, contributing to a stable partnership in energy supply chains. We have agreed to continue consultations to address the challenges faced by Korean battery companies operating in Poland.

Infrastructure cooperation remains another key priority. I have requested Prime Minister Tusk’s special attention to enable the active participation of Korean companies in Poland’s infrastructure projects. In addition, we have agreed to expand our cooperation into advanced science and technology sectors, including hydrogen, nanotechnology, and advanced materials, by promoting joint research and people-to-people exchanges.

Korea and Poland share many striking similarities. Both nations have overcome periods of hardship marked by the loss of territory and sovereignty, and have written new chapters of hope through resilience and determination. This historical bond and cultural affinity have enabled us to strengthen our strategic partnership in a relatively short period of time.

In particular, the Solidarity movement in Poland and former President Lech Wałęsa served as a beacon of hope for Korea’s democratization movement. With its firm democratic foundations, I am confident that Poland will continue to achieve steady and resilient growth in the years ahead.

The Republic of Korea, having successfully advanced both democracy and economic development, will stand as a steadfast partner in Poland’s continued progress and prosperity.

Once again, I would like to express my sincere appreciation to Prime Minister Donald Tusk and the Polish delegation for their visit. I look forward to visiting Warsaw in the near future and extending my greetings to the Prime Minister and the people of Poland.
